What Is the Proper Name of the Cast Concrete Blocks That Are Approximately 2'x2'x6'?
These blocks are commonly used to shore up embankments or other areas where loose fill (gravel, dirt, etc) could erode. They are also commonly used as barriers across roads, or on active construction sites. They are often cast so that they interlock together, and sometimes have Heavy gauge wire or steel hook loops so that they can be picked up and moved around by heavy equipment. I would think they weigh at least 5000#, possibly more. I know what they are used for, I just don’t know what they are called.

Concrete bin blocks.
Im slightly confused with your description, however it think you are talking about one of the following:
Rip-Rap- Is concrete material , could be formed or loose that is used to stabilize embankments, rivers, etc. They are sometimes cast with lifting hooks depending on the size.
or
Jersey Barriers- These are the interlocking "walls" that are commonly used on roadway construction projects. These are interlocking concrete barriers that are used along roadways for median dividers and on long term construction projects and weigh >5000#.
I think Jersey barriers are what you are looking for, check out hte link below.
The technical name would be "temporary concrete railing."
